Britain's PM says concerned about claims of torture in UAE

LONDON (Reuters) - Prime Minister David Cameron is concerned about allegations that three Britons charged with drug offences in Dubai have been tortured, his office said on Sunday, two days before the president of the United Arab Emirates visits Britain.

Grant Cameron, Karl Williams and Suneet Jeerh have been held in the UAE since taking a holiday there in July 2012. Police said they had found a form of synthetic cannabis in their hire car. They are due to hear a verdict in their case on Monday.

All three pleaded not guilty to charges of possession of illegal drugs and said police had subjected them to beatings and threatened them with guns, allegations the police deny.

In a letter to Reprieve, a London-based legal charity which campaigns for prisoner rights, Cameron said Britain had repeatedly raised concerns about the torture allegations with the UAE, saying the authorities' failure to organize a full medical examination of the men was worrisome.

"We continue to press for evidence of a full, impartial and independent investigation," Cameron wrote.

Cameron's intervention on the eve of a state visit to Britain by UAE President Sheikh Khalifa bin Zayed al-Nahayan was welcomed by Reprieve, which has been supporting the three men, but is likely to irritate the oil-rich Gulf state.

Britain is hoping the visit will boost trade between the two countries, which has in the past focused on defense contracts.

The UAE leader will arrive on Tuesday and be hosted by Queen Elizabeth at Windsor Castle, hold a meeting with Cameron, and have tea with the Prince of Wales. He will be accompanied by a high-level government delegation during the two-day visit.

Reprieve said the case raised troubling questions.

"The prime minister's concern is welcome, but it is hard to see how a state visit is appropriate for the president of a country which has tortured our own citizens," Kate Higham, one of its investigators, said in a statement.

"At the very least, the mistreatment of these three men must be a central issue for discussion during the visit."

There is zero tolerance for drug-related offences in the United Arab Emirates, a regional business hub and tourist destination where millions of expatriates live and work. There are severe penalties for drug trafficking and possession.

Last year, a British citizen and a Syrian were sentenced to death by a UAE court after they were convicted of selling drugs to an undercover policeman. The sentences were later commuted to four years in prison.

The mother of one of the men told BBC TV her son's arrest had been a "horror story" and that she hoped the UAE leader would intervene.

"I sincerely hope that he is able to look into the case and show a level of clemency to the boys because, sincerely, that's what needs to happen in this case and hopefully, once he's made aware, he can make that happen," said Tracy Cameron. She said lawyers believed her son was likely to be found guilty of at least one charge and could be jailed for 15 years or longer.

'Derrick' actor: Nazi with SS? Dutch TV pulls show

'Derrick' actor: Nazi with SS? The late German actor Horst Tappert, known for his role as TV sleuth Stefan Derrick, was reportedly a member of a Nazi SS unit during World War II.

    By Frank Jordans,?Associated Press / April 27, 2013

Reports that the late German actor Horst Tappert, best known for his longtime role as dapper TV sleuth Stefan Derrick, served in a feared Nazi SS unit prompted at least one European broadcaster to announce Saturday that it would drop the show's reruns from its schedule.

Dutch TV station MAX pulled reruns of the show, which was produced from 1974 to 1998, after daily Frankfurter Allgemeine Zeitung published documents Friday showing the actor had been in the SS during World War II.

"Derrick" was one of the most widely syndicated German TV shows, broadcast in over 100 countries including China, Australia, France and Norway.

"We are not going to honor an actor like this who has lied about his past," Dutch public broadcaster NOS quoted MAX chairman Jan Slagter as saying.

Tappert had spoken of his wartime service as a medic in an interview 10 years before his death in 2008. But he didn't mention that his unit was part of the elite SS Armored Infantry Regiment 1, nicknamed the "Skulls" after the emblem they wore.

The SS is known to have committed atrocities during World War II but it was unclear from the newly discovered documents whether Tappert was directly involved.

The German news organization Der Spiegel reports:

"The Frankfurter Allgemeine Zeitung reported on Friday that Tappert was a member of an SS anti-aircraft group (SS-Flakabteilung), in Arolsen, Germany, that was under the command of the notorious Waffen-SS.

Sociologist J?rg Becker uncovered a document showing Tappert had been a member of the SS while conducting research at the German agency WASt -- which maintains records of members of the former Wehrmacht, the German military under the Nazis -- for a memoir he is writing about another person. Becker told the newspaper the document shows that Tappert became a member of the Waffen-SS as a low-level grenadier by March 1943 at the latest, at the age of 19."

Peter Grune, a spokesman for German public broadcaster ZDF that co-produced the show's 281 episodes, said nobody at the station had known of Tappert's SS past.

"Stories like these come up now and again," he said. "For us it's not an urgent matter because he's dead."

The hidden history of prominent Germans' involvement in the war has become a subject of public debate again in recent years, after being largely ignored for decades.

In 2006, German Nobel literature laureate Guenter Grass admitted in an autobiography that he had been a member of the SS in the final months of the war. The revelation hurt Grass' image as one of the 'moral consciences' in post-war Germany.

Earlier this year ZDF broadcast a three-part drama about the war, accompanied by a publicity campaign that urged Germans to seek out survivors of the Nazi period and ask them about the role they played at the time.

Oman: Iranian scientist arrives after US detention

MUSCAT, Oman (AP) ? Oman says an Iranian scientist held by the U.S. since late 2011 has arrived in Oman.

Friday's report on Oman state TV gave no further details. Oman has served as a mediator between Washington and Tehran before.

The scientist, Mojtaba Atarodi, was in U.S. custody since December 2011 over allegations he bought advanced technological equipment in violation of U.S. sanctions on Iran.

Iran's official IRNA news agency said this week that the U.S. released Atarodi, a microchip expert at Tehran's Sharif University.

In September 2011, two Americans convicted of espionage by Iran were freed and traveled to Oman, which also briefly hosted a third member of the group after her release a year earlier. The three Americans said they were hiking in northern Iraq and strayed across the Iranian border.

Photos: April Flooding on the Mississippi River in Illinois Breaks

CARMAN, Ill. -- The Midwest floods in April have caused damage and disrupted lives in a widespread area. Here, on the Mississippi River in Carman, it was far bigger than it was expected to be, as it was elsewhere. Heavy thunderstorms in the beginning also brought it up much faster than anticipated.

Though many people have evacuated, many of us have houses built on stilts, designed for these situations, so a few of us have held out at home. It isn't always easy to bear the water as it comes up under the house, rising to a record 22.3 feet (normal levels for this time of year are about 12.6), yet it is still better to be at home, for some.

During a flood of this magnitude, the river takes what it will. Debris from yards and homes floats by, as well as full-sized trees. Loggers in the area left some huge logs sit, in this neighborhood, prior to the waters rising, which some are having to contend with as they float up around their houses.

At the time of this writing, the river level is receding, currently at 21.06 feet. Yet, in this immediate area, it is projected that the river will still cover the road for quite some time, likely at least two weeks. The whole story will not be visible until the waters have receded to something of a normal level.

The peculiar life history of Middle American Stenamma ants

The peculiar life history of Middle American Stenamma ants [ Back to EurekAlert! ] Public release date: 25-Apr-2013

Some ant species use clay 'door-pebbles' for the protection of their nest

Stenamma is a cryptic "leaf-litter" ant genus that occurs in moderately humid to wet forest habitats throughout the Holarctic region, Central America, and part of northwestern South America (Colombia and Ecuador). The genus was thought to be restricted primarily to the temperate zone, but recent collecting efforts have uncovered a large variety of Neotropical forms, which rival the Holarctic species in terms of morphological and behavioral diversity. The Middle American clade of Stenamma is revised in a paper published in the open access journal ZooKeys to recognize 40 species, an astonishing 33 of which are described as new.

"The paper documents a large radiation of previously overlooked Neotropical ants. When I began the study, only six species were known from the region, now there are 40. The fact that this radiation has been missed for so long is surprising, since ants are an insect group that attracts much interest and study," remarks Dr. Michael G. Branstetter, National Museum of Natural History, Smithsonian Institution. "This revision provides a rare look into the biology and life history of this intriguing genus."

An exceptional characteristic of Stenamma is that many species seem to be well adapted to cool, wet environments at mid to high elevations between 800 m. In fact, it has been found that Stenamma can be the most common ant genus in leaf-litter samples collected from very wet and cool cloud forest localities. These ecological traits are in contrast to the pattern seen in ants generally, in which diversity and abundance decrease with elevation. Furthermore, it is slowly becoming apparent that the life history strategies of Stenamma species are quite diverse, and in some cases unique among ants.

Most collections of the group are made by sifting leaf-litter from the forest floor, which is why Stenamma has its stereotype as a "leaf-litter ant genus." Although nests of many species do occur in the leaf litter, and foragers are common there, recent collecting has revealed that Stenamma species nest in a variety of microhabitats, not just leaf litter. Nests have been found in large logs, in small rotting branches, in and under bark, in steep clay or mud banks, in and under epiphytes, under rocks, in the ground, and under leaves in leaf litter. In addition, several species are now known to nest and forage in the forest canopy. The reason these nests are rarely encountered is because most species are cryptic, forming small colonies composed of slow-moving worker ants.

One of the most intriguing recent discoveries has been the observation that some Stenamma species nest in clay banks and exhibit novel behaviors. In the first documented example of clay bank nesting within Stenamma, it was found that the two species involved construct multiple nests per colony, but only occupy one with a queen and brood, and they maintain a small clay "door-pebble," which is used to block the nest entrance upon encounter with aggressive ants, such as army ants.

The work of Branstetter reveals that not only two, but many Stenamma species nest in the clay bank environment, suggesting that this habitat may be important in the evolution and ecology of the group. Most intriguingly, one of the newly observed species has been found to have convergently evolved a similar nest architecture to the door-pebble ants. The reason for this convergence is not known and is in need of further investigation. "I hypothesize that like cloud forests, the clay bank habitat is less hospitable to the average ant, and thus provides Stenamma species with a more protected and less competitive environment in which to nest and forage." explains Dr. Branstetter.

Taking A Spin With Joyride, Which Aims To Liven Up Your Commute With Its Android App

joyrideLast month, a startup called Joyride came out of stealth mode and announced that it has raised $1 million in funding. Since the company is building a platform for creating entertaining drivetime experiences, we decided that the best place to see the Joyride app in action was on the road. Co-founder and CEO Jeff Chen described Joyride as an attempt to "make drive times more fun and more interesting" ? instead of just listening to the same songs on the same radio stations, you could say, "Hey, let's play a game together." Or, "Pull up the latest comedy clips." Or, "Teach me a new language." Rally in Italy's debt to continue if new government revives reforms

    By Francesca Landini

MILAN (Reuters) - A rally that has pushed Italy's long-term borrowing costs to their lowest since late 2010 is seen continuing if the newly-designated prime minister can form a government and revive the reform agenda put on hold at the end of 2012.

Italian President Giorgio Napolitano on Wednesday asked center-left deputy leader Enrico Letta to form a new executive, signalling the end of a damaging vacuum since elections in the euro zone's third largest economy in February.

The new government will be backed primarily by Letta's center-left and the center-right of Silvio Berlusconi, which had hitherto repeatedly failed to cut a deal after the vote.

"Unlike the previous attempt at the end of March, we think this process should be relatively smooth and could be concluded as soon as the end of next week," said Francesco Garzarelli, head of market research for Europe at Goldman Sachs.

Foreign investors, who feared potentially destabilizing snap elections after an inconclusive February vote, are now turning with renewed attention to Italy and its ability to reform an economy stuck in a painful recession since the summer of 2011.

    HUGE PRESSURE

The positive developments in Italy come in a very favorable market environment as expectations that central banks around the world will continue to support growth have triggered a desperate hunt for returns.

"Accommodative monetary policies from the U.S. Federal Reserve and the Bank of Japan to the European Central Bank are creating a huge downward pressure on bond yields," said Riccardo Barbieri, chief economist for Europe at Mizuho international.

"This is why investors are lining up to buy peripheral bonds," Barbieri said.

On Tuesday the expectation that a new government would be formed pushed Italy's 10-year funding costs to 3.89 percent, below the psychologically important threshold of 4 percent for the first time since November 2010.

This compares with Japanese government bond yields below 1 percent and with rates on 10-year U.S. Treasuries of around 1.70 percent. In the euro zone the equivalent German bond is offering investors a rate of around 1.30 percent.

    BACK ON TRACK

After some profit-taking, analysts said the market could extend the rally in Italian debt, should the new Italian government win investors confidence.

"The new administration will have to show the reform agenda is back on track," said Jean-Francois Robin, strategist at Natixis.

"The reform of the electoral law is just one step, investors need to see some measure to help growth and to get more flexibility in the Italian economy," he said.

Barbieri at Mizuho believes Japanese investors, who hold significant investment firepower, could return to Italy if the outlook for the next one to two years becomes more predictable.

He put a target of 3.50 percent for Italy's 10-year bond yield in the coming months, if the new government is able to deliver on reforms.

This would be even less than half of the borrowing costs Rome paid to sell 10-year bonds in autumn 2011, when Italy was at the center of the euro zone sovereign debt crisis.

Other analysts are more cautious and look at a goal of around 3.70 percent, last seen in October 2010.

The premium Italian debt pays over safer German bonds would tighten in parallel to the 250-basis-point level.

The country's problems are not over, with significant differences remaining between left and right over economic policy.

But for some, Italian bonds stand out amongst those euro zone states on the front line of the debt crisis.

"(Italy has) made many structural changes, they're on the right track despite the recent hiccup over the formation of the government. And I don't think that's important longer term - they've had many periods without governments," said David Zahn, newly-appointed Head of European Fixed Income at U.S. asset manager Franklin Templeton Investments - which has $823 billion in assets under management.

"We like Italy. They've done good things and you get paid for that," he said.

"Spain? Not so much, we prefer Italy more than Spain."

Women shot at during LA manhunt get $4.2M settlement

LOS ANGELES (AP) ? The city of Los Angeles reached a $4.2 million settlement with a mother and daughter who were injured when police mistakenly opened fire on them while they were delivering newspapers during the manhunt for disgruntled ex-cop Christopher Dorner, officials said Tuesday.

The money will be split evenly, with $2.1 million going to each woman, said Frank Mateljan, a spokesman for the city attorney's office.

The agreement must still be approved by the Los Angeles City Council.

Margie Carranza and her 71-year-old mother, Emma Hernandez, were delivering papers around 5 a.m. on Feb. 7 when LAPD officers guarding the Torrance home of a target named in an online Dorner manifesto blasted at least 100 rounds at their pickup.

Hernandez was shot in the back and Carranza had minor injuries.

The settlement means they cannot pursue any future injury claims against the city.

Dorner had vowed warfare on Los Angeles Police Department officers and their families for what he called an unfair firing.

He killed four people, including two law enforcement officers, during his nearly one-week run from authorities.

Attorney Glen Jonas, who represents the women, called the settlement amount fair and said it spared the city from defending a case that involved eight police officers and would have likely cost millions of dollars.

"The only certainty was the litigation was going to cost everyone a lot of money and a lot of time," Jonas said.

Jonas sent a nine-page demand to the city more than a month ago that provided an opening to negotiations. He said he negotiated with City Attorney Carmen Trutanich for weeks before the deal was reached on Monday night.

"We're two veteran trial lawyers trying to settle a case, and we both understand the reality of litigation and what it costs to both sides," Jonas said.

City Attorney Carmen Trutanich agreed the settlement was fair and said in a statement he was pleased by how swiftly it was reached.

"We hope Margie and Emma will be able to move on with their lives, the city will be spared millions of dollars in litigation expense and time, and this unfortunate chapter of the Dorner saga will be put to rest," Trutanich said.

The women agreed to receive the payment after June 30 ? the end of the fiscal year ? to help the city with its budgeting, Jonas said. The agreement came in addition to a separate $40,000 settlement reached earlier for the loss of the women's pickup truck.

"For them, the money is not the issue as much as (the city) just doing the right thing," Jonas said. "Everyone agreed that they were wronged, but we didn't know whether responsibility would be assumed ... It's pleasant to get that done without having to go through years of litigation."

The eight officers remain assigned to non-field duties pending an internal investigation.

Sony introduces Cyber-shot HX50V, a small and light 30x superzoom

DNP Sony shrinks the superzoom with 30x lensequipped Cybershot HX50V

There exists a type of photographer who can't quite get by with a pocketable compact, but also hesitates to commit to a full-size (and pricey) DSLR rig. This shooter is all too familiar with the superzoom -- and Sony's latest 30x model may just offer the perfect excuse for an upgrade. The 9.6-ounce device has earned the title of "world's smallest and lightest 30x optical zoom camera," which, judging by its spec sheet, is quite an achievement. There's a 24-720mm SteadyShot-equipped optical zoom lens, a 20.4-megapixel 1/2.3-inch Exmor R CMOS sensor, a 921k-dot 3-inch LCD, 1080/60p video capture, a top sensitivity of ISO 12,800 and a battery that's rated for up to 400 shots. As you may have noticed from the image above, there's also a dedicated mode dial, exposure-compensation control and a full-size hot shoe. You can pick up Sony's Cyber-shot HX50V next month for $449, or check it out right now in the gallery just below.

'Random act of pizza' nourishes Boston Globe newsroom

South Carolina Republican Sen. Lindsey Graham (T.J. Kirkpatrick/Getty Images)

Even though the man suspected of detonating two bombs during the Boston Marathon has already received his Miranda rights, South Carolina Republican Sen. Lindsey Graham Monday continued to press for the suspect to be "interrogated" and treated as an "enemy combatant" for intelligence-gathering purposes. But Graham said the information gathered shouldn't be used in court because the suspect is a U.S. citizen.

Dzhokhar Tsarnaev, a 19-year-old naturalized U.S. citizen born in Kyrgyzstan, was charged Monday in federal court for last week's bombing, which he allegedly set off with his brother, Tamerlan Tsarnaev, 26. Tamerlan Tsarnaev was killed last week during a police search for the suspects.

The Justice Department has declined to treat Dzhokhar Tsarnaev as an enemy combatant, which would have allowed authorities to question him without an attorney present.

"I strongly disagree with the Obama administration's decision to rule out the enemy combatant status for the suspect at this time. I believe such a decision is premature. It is impossible for us to gather the evidence in just a few days to determine whether or not this individual should be held for questioning under the law of war," Graham told reporters Monday during a press conference on Capitol Hill. "The last thing in the world we should do in the times in which we live is to limit our ability to gather intelligence to the criminal justice system. In essence, you will have turned over the intelligence-gathering process to the accused and their lawyer."

Graham said evidence was "ample and overwhelming" to him that the attacks that left three dead and more than 200 injured were "inspired by radical Islamists." He said it would be appropriate to gather as much intelligence as could be obtained about the man's possible connections with international terror groups before reading him Miranda rights while in custody. Any information collected, however, would not be used for the criminal case, he added.

"No criminal defendant should ever be required to incriminate themselves in a criminal case," Graham said. "Every nation at war should have the ability to defend themselves by gathering intelligence. These are not mutually exclusive concepts."

Tsarnaev was given his Miranda warning Monday afternoon, after Graham made his comments.

?Gang of Eight? rolls out immigration proposal

It's not every day that AFL-CIO President Richard Trumka and Republican activist Grover Norquist are spotted in the same room. On Thursday, however, they stood inches from each other while a bipartisan group of senators rolled out a comprehensive immigration reform proposal that Congress will debate for the next several months.

Members of the "Gang of Eight" promoted their 844-page immigration bill, which was released earlier in the week, on Capitol Hill Thursday. It's the product of months of intense private negotiations that supporters say will secure the borders and provide a path to legality for nearly 12 million people currently living in the nation illegally.

Democratic Sens. Chuck Schumer of New York, Richard Durbin of Illinois, Michael Bennet of Colorado and Bob Menendez of New Jersey joined Republican Sens. John McCain of Arizona, Marco Rubio of Florida, Jeff Flake of Arizona and Lindsay Graham of South Carolina, who each took turns speaking. The press conference was the first time they had all appeared publicly together since the group released its goals for the bill in January.

The lawmakers joked about the process of negotiating the bill and gave thanks to their staff members, who worked through many sleepless nights to hammer out the details between some of the most conservative and liberal members in the chamber.

"It?s well known in the Senate I?m not the easiest guy to get along with," McCain said before praising the Democrats who worked with him.

The senators acknowledged that there was still work to be done and that the bill was just a starting point.

"This isn?t perfect, but it?s a good-faith, common-sense approach to fix a badly broken system," Durbin said, echoing calls from the other lawmakers who urged their colleagues to prepare to make compromises to pass the bill.

The first Senate hearing on the bill will be held Friday, with Senate markups scheduled for the first week of May.

"2013 is the year of immigration reform, I really do believe it," Graham said. "We?re either gonna get a bill or have one hell of a fight."

    Both is more like it.
